Homeland Property Management
Homeland, Inc., an associate company owned by Wabuck’s President, Garry Watkins, was established in 1984 for the purpose of providing professional property management services to the rental housing industry.

Homeland manages all Wabuck developed properties, as well as, properties owned by others. Homeland currently manages approximately 160 apartment communities throughout Kentucky, Ohio and Indiana consisting of 5,200 units. David K. Zurmehly, a certified public accountant, presides as President of the company and shares an ownership interest with Garry D. Watkins.

Homeland currently has 104 employees and is proud of their commitment to the communities that they serve. Homeland’s goal is to protect and preserve the value of each property they manage; to continue the thorough analysis of the daily operations and financial status and ensure continued growth and profitability of each property.

Homeland provides specialized management of Farmers Home properties, Low Income Housing Tax Credit properties, USDA Rural Development properties and US Department of Housing and Urban Development properties. Their expertise is a valuable asset which assures the successful operation of our affordable housing developments.

HOMELAND STAFF

David K. Zurmehly
President/licensed principal broker/CPA


David has been involved in affordable housing management since 1997. David graduated from University of Kentucky in 1985 with a B.A. in Agriculture Economics. He later joined the United States Navy from 1988-1992. He then completed his education and graduated in 1993 from the University of Kentucky with a B.S. in Accounting. In November 1993 he began his accounting career with Hendrick Automotive Group located in Charlotte North Carolina. David developed valuable financial analysis and budget preparation skills. These financial skills, along with the personnel management experience David obtained while managing in the Tax Department at Hendrick, supplied David with the tools he needed to successfully lead any company into the future. In 1995 he became a Certified Public Account.

In 1997 David and his family moved from Charlotte North Carolina to Leitchfield Kentucky for the position of President of Homeland Inc. Property Management Company. David is currently utilizing a valuable combination of skills and experience learned from the Navy and Hendrick to lead the property management staff. David has dealt with property management in the areas of townhouses, condominiums, and single-family units.

Under the day-to-day direction, David Zurmehly has been a leader of affordable housing in the state of Kentucky managing over 5,500 units. Homeland was among the first organizations to manage properties with Affordable Housing Funds from the Federal Home Loan Bank for multifamily housing in Kentucky. Homeland was the first organization managing properties with a combination of HOME funds with Low Income Housing Tax Credits in Kentucky. Also Homeland was one of the first management companies to manage properties with Risk Sharing Funds. David holds various designations such as HUD Occupancy Expert, C3P Spectrum, Certified Occupancy Specialist with the National Center for Housing Management and Star with Spectrum. Through advanced training and education relative to property management, tax credit regulations, fair housing and ADA laws, and other management procedures helps ensure Homeland Inc. has developed a reputation as being an outstanding management company of quality affordable housing projects.



Regina Carby
Vice President of Operations


Regina has been involved in affordable housing management since 1991. Regina oversees the daily operations including mentoring, assisting, and supervising the Regional Managers as well as hands-on management when needed. Regina holds various designations such as HUD Occupancy Expert, C3P Spectrum, Certified Occupancy Specialist with the National Center for Housing Management and Star with Spectrum. Through advanced training and education relative to property management, tax credit regulations, fair housing and ADA laws, and other management procedures helps ensure that she has the knowledge, experience, and integrity to provide the best possible service to our association.



Allison Powell
Regional Portfolio Manager


Allison has been involved in affordable housing management business since 2000. Allison holds COS, Certified Occupancy Specialist with the National Center for Housing and Spectrum STAR certification. Allison serves as a Regional Portfolio Manager for 1207 residential units throughout South Central Kentucky region. A graduate of Western Kentucky University, Allison received her Bachelor Degree of Science in Business Management. Allison is highly skilled in working with the agency at all levels.



Aaron Watkins 
Regional Portfolio Manager


Aaron has been in affordable housing management business since 2013. Aaron serves as a Regional Portfolio Manager for involved 787 residential units throughout North Central Kentucky region. Aaron holds COS, Certified Occupancy Specialist with the National Center for Housing. A 2013 graduate of Western Kentucky University, Aaron received his Bachelor Degree in Business Management.


Rhonda Burkhart
Regional Portfolio Manager


Rhonda started in the Affordable Housing Management business in 2017. Rhonda serves as a Regional Portfolio Manager for 867 residential units throughout the Eastern Kentucky region. Rhonda holds LIHTC Fundamental+Advanced Training certificate.



Faye Lucas
Regional Portfolio Manager


Faye started in the Affordable Housing Management business in 2011. Faye serves as a Regional Portfolio Manager for 783 residential units throughout the Western Kentucky region.



Tessa Goodman
Regional Portfolio Manager


Tessa started in the Affordable Housing Management business in 2014 with Homeland, Inc. by initially serving as an assistant to the regional managers. Tessa holds a C3P Spectrum certification. She manages 758 units in the central Kentucky region.


Lori Stant
Portfolio Manager


Lori started in the Affordable Housing Management business in 2013. Lori serves as a Regional Portfolio Manager for 470 residential units throughout the Northern Kentucky and Ohio regions. Lori holds LIHTC Fundamental+Advanced Training certificate.



Jason Shiarella
Regional Portfolio Manager


Jason started in the Affordable Housing Management business in 2014. Jason serves as a Regional Portfolio Manager for 365 residential units throughout the Western Kentucky region. Jason currently holds the C3P Spectrum, Certified Occupancy Specialist with the National Center for Housing and STAR with Spectrum certificate.

Jason is currently acting as Homeland’s Director of Human Resources. Jason also holds a Bachelor of Science in Interdisciplinary Studies with an emphasis in Business from Western Kentucky University.
